Solidar Swiss has an operational presence in Mozambique since 1984. Its development and humanitarian interventions focus on central Mozambique, i.e. the provinces of Sofala, Manica, Tete and Zambezia.
Solidar has more than two decades of experience in the field of community education, district participatory planning and access to water, sanitation, and hygiene and is currently implementing different Development and Humanitarian Action projects.
At present the organization is implementing a multi donor project in response to Cyclone Idai with 2 components (WASH and Food Security) contributing to the assistance and recovery of cyclone affected population in central Mozambique. Activities to prevent Covid-19 have been incorporated into all projects. Projects are managed by the Solidar coordination office based in Chimoio and the field offices located in Sussundenga and Buzi districts.
Following its global strategy, Solidar Suisse plans to set-up a permanent Humanitarian Action (HA) unit located in Mozambique. For this purpose, the Program Coordinator together with the Management body is currently designing a HA intervention strategy for the next 4 years 2021-2024. In order to gather enough information about the current situation of the country and evaluate potential lines of intervention, it was identified the need to conduct different thematic assessments in key areas, such as WASH, Food Security and Protection.
The main objective of the Assessment is to gather and analyse sectorial information on Food Security to get an in depth understanding of the population needs, other stakeholders’ interventions, government and cluster plans and tendencies as well as gaps. This information will be of great value when designing Solidar Swiss’s intervention strategy for the Humanitarian Action section for 2021-2024 in Mozambique.
Deliverables: It is expected to be provided a comprehensive report, which structure and format will be agreed between the consultant and Programme Coordinator at the beginning of the Assignment, including the following information:

At a National Level:
Based on the above analysis, recommended response concrete options for Solidar Suisse which consider current needs, existing gaps, operational constraints, and organizational capacities (a SWOT Analysis will be provided), defining potential areas of intervention, target groups and approaches.
Desk study of documents provided by Solidar Suisse, and secondary data collected by the consultant himself, combined with key informant interviews.
The duration of the assignment will be of 18 days after the signature of the contract, indicatively broken down as follow:

During this period periodical meetings will be held with the Programme Coordinator to review the progress and the status of the assessment.
The consultant will be in direct contact with the Programme Coordinator based in Chimoio.
