UNICEF Mozambique is mid to large (and growing) UNICEF Country Office (CO) In ESAR with an exciting and innovative programme for championing child rights in the country. The CO has an annual programme budget of approximately US$ 100 million and over 160 staff members. Following the L3 emergency in 2019, the regular programme augmented with additional funding for recovery in affected areas. The 2017-2021 country programme has a broad portfolio in Health, HIV/AIDS, Nutrition, WASH, Education, Child Protection and Social Policy & Research. The programme is transitioning into more integrated and convergent programming hence requiring innovative and collaborative programming skills especially for early childhood development and adolescent development and protection. The NO4 Chief of Field Office (CFO) post will be based in Beira, Sofala – which is one of the vulnerable provinces in the country for cyclones, floods. During the Idai cyclone event, Sofala was the most affected province and it is where the Government established its cabinet forreconstruction and recovery. In addition to the regular functions of CFO, UNICEF was appointed as Humanitarian Country Team focal point by the United Nation Resident Coordinator (UNRC) in Sofala and the CFO will need to perform coordination among the HCT members at provincial level and liason role with the Government. The coverage area of the Beira CFO is the provinces of Sofala and Manica.
Under the guidance of the Deputy Representative Programme, the CFO is accountable for managing and leading the total programme commitment of a field office within a country programme. The CFO represents UNICEF in his/her Area of Responsibility (AoR), leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision set forward by the Representative.
