Working on the identifying, developing and maintaining key external relationships with government and stakeholders to advance regulatory requirements for project delivery and manage risks to safety, reputation, cost and schedule;
Ensuring identified project permits / licenses / approvals are obtained in a timely manner by coordinating preparation based on input from project engineering and construction team, submission to Government agency and follow ups of Permit applications;
Monitor and implement compliance plans for project permits, licenses, approvals and related regulatory obligations, including identification of new permits when applicable;
Interface with project engineering and Construction teams to ensure approvals, environmental, socioeconomic and other regulatory requirements are properly integrated into project plans and schedules.
Tasks and Responsibilities
Responsibilities of Maputo Regulatory Advisor shall include the following:
Coordinate assigned Permits, Licenses and authorizations;
Engage with Government Agencies for alignment on steps, requirements and advocacy for changes and exceptions, as needed;
Provide regulatory interpretations on applicability of regulatory requirements to the Project Technical teams and Contractors, as needed;
Maintain Project Approval management Database (Permit Tracker) and Work Plan updates for assigned items;
Ensure closure of assigned actions per Compliance Management System (Isometrix);
Support monitoring of Mozambique Government new laws and regulations and applicability to the Project;
Support Project team on situational awareness, obtain information and validate conclusions regarding significant issues, as needed;
Work approvals, Environmental and Socioeconomic issues with the Project team to manage non-technical risks, recommending and implementing mitigation measures and assists in their implementation.
Qualifications and experience
Possess an accredited University degree in Law, Engineering, Business or related technical field;
Broad technical and operational skills with regulatory approvals and engagements supported with project safety/ journey management experience;
6+ years of experience required in Regulatory approvals, socioeconomics, government relations and/or related discipline positions;
Proven planning and analytical skills;
Excellent persuasive interpersonal and communication skills (oral & written) with strong business perspectives;
Adaptable to and able to anticipate changing project priorities;
Demonstrated skills with Microsoft Office software and database use;
Experience in engaging with a variety of external entities (Government, NGOs, Local Communities and businesses);
Proficient English language skills required with local language desirable (Kiswahili, Makonde) Mozambique citizenship required.
