The new Sustainable Management of Natural resources for Resilient and Equitable Development – Phase II (SUNRED-2) Project in Mozambique follows a new global support programme Poverty-Environment Action for Sustainable Development (Poverty-Environment Action programme) developed by UNDP and UN Environment, and builds on the previous phases of the global UNDP-UN Environment Poverty Environment Initiative (PEI) implemented in Mozambique and other countries between 2005 and 2018.
The programme addresses the relationship between unsustainable management of the Environment & Natural Resources (ENR), poverty, and climate adaptation objectives in Mozambique.
Mozambique’s economy grew significantly from the year 2000 to 2014, demonstrating on average a 7% increase in GDP driven mainly by foreign direct investments in the natural resource and extractive sector. The agriculture, forestry, fisheries, tourism and mining sector together contribute approximately 30% of the GDP However in 2016 Mozambique’s GDP dropped and foreign direct investment declined following a slowdown in most sectors. Nevertheless, investment flows into natural resources sectors (agriculture, forestry, fisheries, tourism and mining) continue to open opportunities for increased government revenues and economic growth from natural resources. Moreover, a majority of Mozambique’s population that is predominantly rural depend on natural resources for their livelihoods and economic activities, this is particularly the case for rural women.
The Government of Mozambique has taken a number of important steps together with the Poverty-Environment Initiative and other actors to recognize the importance of environmental sustainability for economic development and poverty reduction. For example, inclusive environmental sustainability has been integrated in many policies, planning and budget processes and tools. Looking forward it will be important to ensure that the environmental sustainability dimension is not left behind when working towards addressing the social and economic dimensions of Agenda 2030 and in broader national SDG implementation frameworks.
However, natural resource richness also presents challenges in terms of equitable sharing of revenues, poverty eradication, inclusive economic growth and environmental sustainability and safeguards. This, coupled with the recent economic crisis, highlights the importance to ensure that pressure to demonstrate immediate economic gains does not result in decisions and investments that are not environmentally, socially and economically sustainable in the long term.
Therefore, the proposed Outcome of the Poverty-Environment Action Programme is: “Strengthened integration of poverty-environment-climate objectives into policies, plans, regulations and investments of partner countries to accelerate delivery of the 2030 Agenda and the SDGs”
The results framework follows the guidance of Agenda 2030 and the SDGs and is aligned with, national policies and strategies, the global Poverty-Environment Action programme, UNDP country Document programme (CPD), United Nations Development Assistance Plan UNDAF (2017-2020) and other relevant frameworks.
To support the successful implementation of the Project, UNDP Mozambique is recruiting an International Chief Technical Advisor (CTA). The post will be based at MITADER and will be under the direct supervision of the National Director of Planning and Cooperation in the Ministry of Land, Environment and Rural Development, MITADER, in close co-operation with the Ministry of Economy and Finance (MEF), under the overall supervision of the UNDP Country Office. The Chief Technical Advisor will support this ongoing policy engagement, by providing top quality technical advisory services to the Government counterparts, as well as others, towards the project implementation for sustainable development pathways which take into account the specific conditions of the Country.
Provide technical advisory support to ensure consistent project implementation with a prime objective to implement sustainable pro-poor ENR-CC objectives in national, sector and district plans, budgets and monitoring frameworks:
Provide technical advisory support to MITADER, MEF, plus other key ministries to improve the capacity for implementation, monitoring and evaluation of pro-poor sustainable ENR-CC objectives in policies, plans and regulatory frameworks at national, sector and district level:
Provide technical advisory support to the MEF for institutional capacity development – to improve budgetary and other investment allocations for the implementation of sustainable pro-poor ENR-CC objectives and to increase the revenue potential from natural resource sectors:
Ensure poverty and gender mainstreaming into project outcomes and Government planning and policy:
Facilitate experience sharing, identification of innovative initiatives, improved coordination with other stakeholders and with donors in the poverty and ENR-CC sectors to enhance project synergies and mobilize additional resources:
