Technical Officer – Nutrition Full-Time

Objectives of the programme

To contribute for the improvement of the nutrition status of the population by strengthening the national capacity in planning, implementation, monitoring and evaluation of interventions to improve the health and nutritional status, by building effective partnerships for an integrated and multisectoral approach to respond to the double burden of malnutrition.

Description of duties

Under the overall guidance of the WHO Country Representative, the National Professional Officer – Nutrition and Food Security (N&FS), provides technical assistance to national authorities and health and nutrition partners in all aspects of Nutrition and Food Security as follows:

• Serve as the primary liaison for N&FS, between the Ministry of Health (MoH) and WHO;
• Provide technical support to the MoH and nutrition partners in the development, review and implementation and monitoring of nutrition policies and strategies including response as required to humanitarian crises requiring nutrition action;
• Support the adaptation of global and regional evidence based policies, strategies and plans for nutrition to fit the context of Mozambique, with a view to reducing risk, morbidity and mortality and promoting and improving health across the life course;
• Provide technical guidance and operational support to government counterparts and partners such as NGOs, UN agencies, and other country office partners/donors on interpretation, application and understanding of WHO policies, strategies, processes and best practices and approaches on nutrition and related issue to support program, global nutrition targets, SDG 2 and other nutrition related targets, decade of Nutrition Actions to accelerate ICN 2 commitments guided by its framework;
• Build capacity by providing training or support for the design or adaptation of training materials, adaptation of WHO guidelines, for improved nutrition interventions within health care services, at facility and community levels, and for monitoring progresses on nutritional status and health;
• Assist national counterparts in operational researches related to nutrition and food security;
• Monitor and evaluate implementation of the nutrition surveillance system;
• Work with the nutrition related programs from other clusters, such as HSS, CDS and NCD, in the Country Office, IST and AFRO in addition to other relevant international, regional and national counterparts to promote WHO’s work on nutrition and health, as well as food security;
• Participate in resource mobilization and contribute to proposal development and implementation of, but not limited to nutrition;
• Compile periodical reports and provide relevant programmatic information for internal and external reporting purposes;
• Perform any other work requested by the WHO Representative.

Required qualifications

Education

Essential: First University Degree in Nutrition, or Public health, Nutritional Epidemiology, Policy and/or management, or other health related science field is required.
Desirable: Training in Public Health; child Health, Integrated management of Childhood illnesses, Infant and Young Child Nutrition, Integrated management of acute malnutrition, Health Programme Management or Epidemiology will be of advantage.

Experience

Essential: A minimum of five years of professional experience in nutrition, public health, related research or Planning and management in relevant areas of maternal, infant and child nutrition.
Desirable: Minimum one (1) year of programming experience in specialized area like stunting reduction, SUN movement, emergency nutrition response etc.

Essential: Expert knowledge of Portuguese.

Remuneration

Remuneration comprises an annual base salary starting at USD 47,440 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
