Technical Advisor I Full-Time

Challenge TB (CTB) is a USAID-funded five-year (2015-2019) program to decrease TB morbidity and mortality in high-burdened countries. Challenge TB is an international consortium of nine partners, including FHI 360, and is led by the KNCV Tuberculosis Foundation. The strategic objectives of CTB are to improve access to quality patient-centered care for TB, TB/HIV and MDR TB services; to prevent TB transmission and disease progression; and to strengthen TB platforms. In Mozambique, FHI 360 is the lead partner of Challenge TB, the flagship US Government TB project in that country. The project is implemented in four provinces (Nampula, Sofala, Tete and Zambézia).

Job Summary / Responsibilities:

The Mozambique Country Project Director/ Chief of Party for the USAID-funded Challenge TB Project will provide overall technical strategic, and operational leadership for the project, including communicating with and being accountable to FHI 360 HQ for all aspects of the Challenge TB Project in Mozambique  The Country Project Director is also responsible for communications with the local USAID mission Challenge TB Project representative, and must also satisfy standards established by USAID, KNCV (prime) and FHI 360 to ensure the co-ordination of the project with international and domestic partners. The Country Project Director is also responsible for clear and timely communication and relationship building with leadership of the national TB program.  Key aspects of the job will be leading a team for annual work planning and budgeting, while monitoring and ensuring completion of CTB project targets and deliverables.  He/she will ensure strong collaboration with national agencies, local government, and civil society partners while insuring that Challenge TB in Mozambique succeeds in reducing the burden of TB and drug-resistant TB.

Accountabilities:

• Leads technical and operational aspects of the project, including planning and implementation of all aspects of the USAID-funded Challenge TB project for Mozambique;
• Supervises a team of FHI 360 technical and operational staff working on the Challenge TB project;
• Guarantees the efficient and effective use of the resources to reach the desired results of the project, monitoring the work plans, budgets and finances, in accordance with the procedures of the donor;
• Coordinates preparation of the annual work plans, quarterly and annual progress reports in a timely fashion for submission to FHI 360 HQ and the prime, KNCV/PMU, and the Mozambique USAID mission, as appropriate;
• Works with HQ for subcontracting with, and managing performance expectations for, in-country Challenge TB partners to ensure they work in a coordinated and effective manner to complete each year’s activities and provide data and reports in a timely fashion;
• Communicates and collaborates effectively with the local USAID Mission, as well as with the national TB program and other local and international partners;
• Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities;
• Communicates with and is accountable to FHI 360 HQ and FHI 360 Regional Office, located in Pretoria, for all aspects of the Challenge TB Project and to satisfy standards established by the USAID, KNCV (prime) and FHI 360;
• Ensures the project remains in compliance with all award conditions and country-specific special provisions
• Provides technical support to the mechanism of co-ordination for country implementation of the activities supported by the Global Fund.
• Serves as a member of the FHI 360 Mozambique senior management team to further the goals and successes of the organization in-country.

Qualifications:

• Clinical, Doctoral-level degree ( e.g. MD)
• Technical expertise in TB, TB/HIV, multi-drug resistant TB, and other relevant areas;
• Minimum eight years’ experience in international public health settings with a proven track record of successful program strategic planning and monitoring and evaluation;
• Previous Project Director experience managing a large USAID-funded project, or similar positions of senior leadership with other organizations;
• Solid understanding of USAID and other government or donor regulations, procedures, protocols, and reporting requirements;
• Demonstrated experience in sector specific or multi-sector project management and implementation;
• Demonstrated strategic planning, staff development and capacity building experience;
• Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope;
• Strong critical thinking, analytical, and problem-solving skills to plan, organize, and manage resources for successful completion of projects;
• Proven ability to build and effectively manage, mentor, and motivate a diverse team;
• Demonstrated interpersonal and cross–cultural skills;
• Excellent communications skills, in both oral and written in Portuguese and English;
• Skill at achieving consensus among funders, MOH, and other partners;
• Experience working in a non-governmental organizations (NGOs).

Desired Qualifications

• Experience in Africa, preferably Mozambique.
• Experience operating in challenging environments.
• Ability to travel within the region and/or within the project country as well as ability to travel internationally if needed.
• Ability to provide technical support for development of proposals, protocols and reports as needed.

Job Summary

• Provides technical and scientific leadership to those designing, and implementing technical strategies, programs or tools in specific technical areas. Provides technical advice based upon expertise and knowledge of evidence- based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. Builds capacity in country-level, regional or global program staff. Assesses current technical, scientific, managerial and operational efficiencies at the program, regional, or global levels as appropriate. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. May evaluate proposal design and protocol development to en sure design is sound and based upon evidence- based practice. Provides global scientific leadership by staying current of evolving technical standards, guidelines, and program developments in area of expertise. Responsible for sharing best practices in their field of expertise and contribute to the knowledge base through participation in scientific forums and technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel. May be required to coordinate and work with a diverse group of organizations, such as; the Ministry of Health and Social Welfare (MOHSW), district health staff, several international and national development partner organizations, and the USAID mission in order to complete work.
• Provide technical leadership in a specific technical component and/or program wide activities.
• With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity- building of specific technical components of programs.
• Participate in resource development activities.
• Responsible for accomplishing assigned job responsibilities, and following the standards and practices of the department and division.
• Responsible for planning and scheduling own work flow and timetables, within area and function guidelines.
• Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.

• May serve as a departmental resource on procedural, administrative and operational issues.

Qualifications

• Master’s Degree or its International Equivalent – Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
• 5-8 Years of relevant experience in management of large projects and/or programs.
• Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
• Proficient writing and verbal communication skills.
• Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
• Must be able to read, write and speak fluent English; fluent in host country language.
  Experience in specialized technical/medical field of study.
